Justice Naeem Akhtar Afghan

Justice Naeem Akhtar Afghan was born on 29th of June, 1963. He is Son of Mr. Moin Akhtar Afghan, a retired government servant, and grandson of Ghulam Sarwar Khan Afghan also known as Afghan Agha Jan, who was a renowned Persian and Urdu teacher.

Justice Naeem Akhtar Afghan completed his primary and secondary education from the Federal Government Public School and College, Quetta Cantonment. He Graduated in Economics and Statistics from Degree College, Quetta in 1985. He completed his LL.B from University Law College Quetta in June 1988 with first division. Justice Naeem Akhtar Afghan was enrolled as an advocate of the High Court of Balochistan on 30th September, 1989.

Justice Naeem Akhtar Afghan was enrolled as an advocate of the Supreme Court of Pakistan on 12th May, 2001. He practiced law for 21 years before the Subordinate Courts, High Court of Balochistan, Federal Shariat Court and the Honourable Supreme Court of Pakistan. He conducted innumerable criminal, civil, and constitutional cases which have been reported in law journals. Justice Naeem Akhtar Afghan was also a member of the Baluchistan Bar Council.

Justice Naeem Akhtar Afghan was appointed as official liquidator by the Honourable Company Judge of the High Court of Balochistan in Civil Petition No.01/98 for winding up of the company "M/S Pakistan Chromite Limited" under the Companies Ordinance, 1984. He served on the panel of advocates for Sui Southern Gas Company Limited, Baluchistan, and Pakistan Steel Mills Limited. He conducted numerous cases for these two organizations before the courts of law. He was appointed as arbitrator in different cases by the courts of law. He also served on the panel of National Bank of Pakistan.

Justice Naeem Akhtar Afghan participated in the Seminar on "JUSTICE FOR ALL" on the 4th of November 2006, at Quetta organized by Provincial Ombudsman Balochistan, Local Government & Rural Development Department. Justice Naeem Akhtar Afghan was also an honorary lecturer in the University Law College, Quetta.

Justice Naeem Akhtar Afghan was elevated as Additional Judge, High Court of Balochistan on 12th May 2011. He was appointed as Judge of the High Court of Balochistan on 11th May 2012.

In pursuance of the directions of the Honourable Chief Justice of the Supreme Court of Pakistan, Justice Naeem Akhtar Afghan conducted inspection of Sessions Division Sibi and submitted a comprehensive report on 20th July 2011, which was forwarded to the Law and Justice Commission of Pakistan. The report included the status of the oldest to the most recent cases along with the respective reasons for non-disposal of such cases and actions taken so far in the District.

Justice Naeem Akhtar Afghan was appointed by the Honourable Chief Justice of the Supreme Court of Pakistan/Chairman National Judicial (Policy Making) Committee (NJPMC), as a member of the Alternate Dispute Resolution (ADR) Committee to impart training to the master trainers.

Justice Naeem Akhtar Afghan was appointed by the Honourable Chief Justice of the High Court of Balochistan, as chairman of Building Committee, to conduct an audit of the Court Buildings and residential accommodations of the judicial officers throughout Balochistan. The report addressed the need to procure lands for the construction of judicial complexes in different districts, wherever required. He was also appointed as chairman of the Committee for Installation of Security Equipment, and CCTV system in the High Court of Balochistan, District/City Court and Sessions Court, Quetta.

Justice Naeem Akhtar Afghan was appointed by the Honourable Chief Justice High Court of Balochistan as Chairman of the Committee for Utilization of Funds under the Provincial Judicial Development Fund (PJDF). He was also a member of the Organizing Committee for the Environmental Laws 2011, Conference held at Quetta. He was also a member of the Architectural Competition Committee for approving the design of Turbat High Court bench building, He was a member of the Examination Committee of the year 2012.

During the orientation workshops held by Balochistan Judicial Academy Quetta, Justice Naeem Akhtar Afghan has delivered lectures, to civil judges, judicial magistrates, family judges, members Majlis-e-Shoora and Qazis.

Justice Naeem Akhtar Afghan remained member of National Judicial Automation committee from November 2016 to August 2021.

Justice Naeem Akhtar Afghan attended the workshop regarding “JUDICIAL EXCHANGE ON THE PROTECTION OF INTELLECTUAL PROPERTY RIGHTS” held on 15th August 2016 to 19th August 2016 in United States of America organized by United States Patent and Trademark Office Alexandria Virginia.

Justice Naeem Akhtar Afghan also attended the Commercial Law Development Program (CLDP) regarding “SHARING OF ENFORCEMENT EXPERIENCES: INTELLECTUAL PROPERTY RIGHTS” funded by U.S Agency for International Development in Washington DC and Minneapolis w.e.f. 20th August 2016 to 25th August 2016.

Justice Naeem Akhtar Afghan also attended online course regarding “TECHNOLOGY AND COURTS OF THE FUTURE” w.e.f. 14th September 2020 to 18th September 2020 under the Singapore Cooperation Programme Training Award conducted by Singapore Judicial College sponsored by Ministry of Foreign Affairs, Singapore.

Justice Naeem Akhtar Afghan took oath as Chief Justice of the High Court of Balochistan on 09th August, 2021.

Justice Naeem Akhtar Afghan was elevated to The Supreme Court of Pakistan as Judge on 11th March, 2024.
