Message by District and Sessions Judge Turbat


Every democratic state is bound to provide expeditious justice to its citizens and Pakistan is not an exception. Article 37D of the constitution of Islamic republic of Pakistan 1973 stipulates that state shall ensure inexpensive and expeditious justice to its people.
The dispensation of justice is difficult and intricate task; bench and bar should work hard to provide justice to litigants at their door steps
Some of the recommendations are.

  • Allocation of more funds for human and physical infrastructure of judiciary as a percentage of annual government expenditures.
  • Revamping of police/levies prosecution service is critically important for criminal cases there is also a genuine need of check and balance.
  • System must be evolved to check the abuse of power of revenue department, could be automation.
  • The so called honor "killings" need to be discouraged
  • Judges need to monitor the application of relevant provision of the civil procedure code, criminal procedure code and high court rules that cuts delays, such as affidavit of patwaris statement rather than wasting time on appearance of these officials in court.

Use of computer and information technology is not something new in Pakistan, particularly in Supreme Court and high courts, however in subordinate courts use of computer was to extent of typing work only. By restless efforts of honorable chief justice of Balochistan high court the use of information technology for the purpose of case flow management and other necessary requirements has been made very useful.
An information technology department was established having multimedia facilities to enable judges and their staff to receive not only basic training on computer but bring it into work accordingly.
The enormous efforts of last few years has set the benchmarks in technology, information at all levels, details of cases, proceedings and daily cause lists are now available to litigants, members of bar, judicial officers and staff.
In this respect taking steps and making decisions by honorable high court of Balochistan are highly valuable and encouraging.
Now it is the duty of judicial officers and concerned staff to utilize and apply them in letter and spirit.
