Justice (R) Abdul Qadir Mengal
Justice Abdul Qadir Mengal was born on the 5th of May, 1952 at Wadh District Khuzdar. His father, Haji Saleh Mohammad, was a zamindar Justice Abdul Qadir Mengal completed his primary education at Middle School Wadh and his secondary education from High School Khuzdar and then went to Karachi for further studies. He completed his BA in Political Science and Economics from City College, Karachi in 1974 and went on to do his LLB from S.M Law College, Karachi in 1976-77. Justice Abdul Qadir Mengal enrolled as an advocate of the Sindh and Balochistan Bar in 1977 and started practicing at Khuzdar for the first time in 1978. He has the distinction of being the first advocate in the district.
In 1982, Justice Abdul Qadir Mengal enrolled as an advocate of the High Court of Balochistan and in 1986 he was inducted as an Additional District Session Judge-III, Quetta. He remained Presiding Officer 1st, 2nd and 3rd Labour Courts of Balochistan. In 1994 he was appointed as District & Session Judge in Turbat, Mekran Division and thereafter in Dera Allah Yar, Usta Mohammad, Naseerabad/Dera Murad Jamali, Sibi, Khudzdar, Hub, Loralai, and Quetta. He was appointed as Judge of the Anti-Corruption Court Balochistan for a short period and then was assigned the charge as the District & Session Judge in Mastung.
In 2010, Justice Abdul Qadir Mengal was appointed the Director General of the Balochistan Judicial Academy and thereafter as member of the Labour Appellate Tribunal, Balochistan in September 2010.
Justice Abdul Qadir Mengal is a literary person, and has written four books; two in English and two in Urdu. His first book published 23 years ago, back in 1989 is titled, "Bara Admi Banye", while the second is called, "Not atheist, No Religion but Islam" , the third, "A Practical Handbook for the Guidance and Training of Judicial Officers of the District Judiciary including Lawyers and Public Prosecutors" and the fourth, "Khuda Kahan Hai"
Justice Abdul Qadir Mengal was elevated as Additional Judge, High Court of Balochistan on the 12th of May 2011, and confirmed as a Judge of the High Court of Balochistan on the 11th of May 2012.
Justice Abdul Qadir Mengal was retired as Judge of the High Court of Balochistan on May 4, 2014.
