In the year 1999, a long standing Constitutional requirement was fulfilled by the then Chief Justice High Court of Balochistan Hon’ble Justice Iftikhar Muhammad Chaudhry (now the Hon’ble Chief Justice, Supreme Court of Pakistan) by establishing a Circuit Bench of the High Court of Balochistan at Sibi. The formal inauguration of the Circuit Bench was made by the then Chief Justice Supreme Court of Pakistan Hon’ble Justice Saeed-uz-Zaman Siddique on 4th December 1999.

The Circuit Bench started functioning in the old Jirga Hall Sibi and the Hon’ble Judges used to reside in the Governor House Sibi. Subsequently, 20 acres of land was acquired near Degree College, Sibi and construction of Court Complex, including annexes and rest house for the Hon’ble Judges, was started.

Initially the roster sitting was on weekly basis. In the year 2003, the then Chief Justice High Court of Balochistan Justice Raja Fayyaz Ahmed (retired) ordered for permanent SB and the DB sitting on weekly basis.

In the year 2006, Justice (resigned) Muhammad Nadir Khan Durrani whilst on his way to Sibi, was attacked by rockets in Bolan Pass. Consequently, the then Chief Justice High Court of Balochistan Justice (resigned) Amanullah Khan Yasinzai suspended the Circuit Bench Sibi till further orders. And the cases of Sibi Circuit Bench were shifted and heard at Quetta.

Hon’ble Chief Justice High Court of Balochistan Justice Qazi Faez Isa, soon after his appointment, started to take a keen interest to make the High Court Bench at Sibi functional again. The Jirga Hall Sibi had been returned back to the Government, but the new High Court Complex was not fit for use. The Hon’ble Chief Justice repeatedly visited the Complex and issued instructions to remedy the defects and to make it functional.

In the year 2011 due to the efforts of the Hon’ble Chief Justice Qazi Faez Isa, the High Court Bench at Sibi became functional. The Hon’ble Chief Justice utilized all the resources in order to deliver justice to the people of Sibi, Naseerabad, Dera Bugti and Kohlu at their door step. Hundreds of trees were also planted in the Complex to lessen the effects of the extreme hot weather of Sibi. Initially the Hon’ble Chief Justice alongwith Justice Ghulam Mustafa Mengal conducted the DB and SB cases at Sibi. Subsequently, Divisional and Single Benches comprising of different judges of the High Court of Balochistan were assigned the task, and they have conducted numerous cases.

The formal inauguration of the new Complex of the Circuit Bench High Court Sibi was made on 2nd May, 2012 by the Hon’ble Chief Justice Supreme Court of Pakistan Justice Iftikhar Muhammad Chaudhry who was accompanied by Justice (retired) Tariq Pervaiz Khan and Justice Khilji Arif Hussain of the Hon’ble Supreme Court of Pakistan.

The present roster comprises of Justice Shakeel Ahmed Baloch and Justice Muhammad Ejaz Swati, who are conducting DB and SB cases at High Court Bench at Sibi. The pendency of cases at Sibi by the efforts of the judges has been brought down to only 437 cases (December 2014).
